人力资本视角下新型职业农民培育困境与突破

摘　　要：新型职业农民作为乡村振兴的新生力量,是农业现代化的主体,为此,实施新型职业农民培育工程,提升其乡村人力资本。基于新时代新型职业农民培育所处的历史机遇和挑战,以人力资本为视角分析新型职业农民的培育困境及其产生原因。要突破新型职业农民培育困境,须立足区域产业发展优势,实施职业农民精准培训,加强乡村公共服务设施建设,搭建培育载体,保障培育质量,营造培育环境,从而促进新型职业农民培育快速有效发展,为现代农业发展和实现乡村振兴提供人才支撑。The new-type professional farmers are the main body and new force of rural revitalization and agricultural modernization. Therefore,the new-type professional farmers' cultivation project is implemented to enhance their rural human capital.Based on the historical opportunities and challenges of new-type professional farmers cultivation in the new era,the difficulties and causes of cultivating new-type professional farmers were analyzed from the perspective of human capital. In order to break through the predicament,it should be based on the advantages of regional industrial development,implement precise training for professional farmers,strengthen the construction of public service facilities in rural areas,build a cultivation system,guarantee the quality of cultivation and create a cultivation environment,thus promote the rapid and effective development of new-type professional farmers cultivation,and provide talent support for the development of modern agriculture and the realization of rural revitalization.
