新型城镇化背景下广西农民土地财产收益实现研究

摘　　要：长期以来,由于城乡分割的二元土地市场等原因,农民土地的财产功能没有得到很好的发挥,土地促进农民增收的渠道不够畅通和多元,导致土地财产性收入增长缓慢,占农民收入比重过低。随着新型城镇化和乡村振兴战略的实施,农民土地的财产功能得到不断释放。广西应从推进农村土地规范有序流转、大力实施土地综合整治、改革完善土地增值收益分配机制、盘活农村土地金融市场、建立城乡统一的建设用地市场、探索农民有偿退出土地等方面,实现农民土地财产收益。For a long time,due to such reasons as rural&urban division and dualistic land market etc.,the land property of farmers in Guangxi has not been functioning well,and the channels to facilitate income increase of farmers,being not enough fluent and diversified,have been causing low growth in land property income,proportioning too low a share of earnings of farmers.Along with the implementation of new urbanization and rural revitalization,functioning of land property of farmers has been undergoing continuous release.Guangxi should realize land property earnings of farmers by such means of boosting standardized and orderly circulation of rural land,striving to carry through comprehensive land governance,reforming and completing distribution mechanism for land appreciation earnings,vitalizing the financial market of rural land,establishing a ruralurban uniformed market for construction land,and probing into paid withdrawal of land of farmers etc.
