我国公共图书馆效率区域差异及影响因素研究

摘　　要：论文采用基于DEA的Malmquist指数法对2005-2015年我国30个省份公共图书馆效率进行了测算与分析,并在此基础上运用Tobit回归模型考察不同因素对公共图书馆效率的影响程度。实证结果表明:区域公共图书馆效率发展存在不均衡性,而且导致效率下降的主要因素来源于技术效率的下降;对影响因素的分析结果显示,公共图书馆的全要素生产率受宏观因素和微观因素的共同影响。在此基础上提出提高公共图书馆的服务效率,缩小区域差异的对策建议。The DEA-based Malmquist index method was used to measure and analyze the efficiency of public libraries in 30 provinces in China from 2005 to 2015. Based on that, the Tobit regression model was used to examine the influence of different factors on the efficiency of public libraries. The empirical results show that, the efficiency of the development of regional public libraries is unbalanced, and the main factor leading to the decline in efficiency is the decline in technical efficiency. The analysis of the influencing factors shows that the total factor productivity of public libraries is affected by both macro factors and micro factors. Based on above analysis, some countermeasure and suggestion about public libraries are proposed to improve public libraries’ service efficiency and narrow the regional gap of public libraries’ efficiency.
