摘 要:我国的扶贫对象经历了贫困地区、贫困县、贫困村再到贫困家庭和贫困人口的不同目标类型转变。对贫困农户的精确识别事关扶贫项目的真正落实和扶贫资金的高效使用。针对农户收入直接统计的困难性和非准确性,立足甘肃省临夏回族自治州实地调研收集的数据,本文就代理家计调查法对贫困户的精准识别效果问题进行了实证检验。结果表明,代理家计调查法在识别贫困农户方面表现良好,但在识别非贫困户上的结果并不尽如人意。因此,鉴于该方法比直接对农户的收入进行统计更加准确简便易行,在精准扶贫精准脱贫战略攻坚阶段和扶贫成果的巩固过程中,我们仍有必要借鉴这一具有较强实践意义的方法,并对其进行不断创新和应用。Poverty targeting of China have developed from poor areas to poor counties,poor villages,and poor families and poor people. Accurate identification of poor farmers is related to the effective implementation of poverty reduction projects and the effective use of poverty alleviation funds. Because of the difficulty and inaccuracy of direct statistics of farmers’ income,this paper introduces the Proxy Means Test and uses the data collected in the field research of Linxia Hui Autonomous Prefecture. An empirical test was conducted. The results show that the proxy means test performs well in identifying poor households,but the results in identifying non-poor households are not satisfactory. Therefore,this method is more accurate and simpler than the direct statistics on the income of farmers,it still has a strong practical significance.
