摘　　要：公益组织是社会组织的重要组成部分,在加强社会建设、创新社会治理机制的过程中发挥着举足轻重的作用。“精准扶贫”背景下,公益组织发展抓好“八个层面,两大核心”,可以有效促进公益组织的健康发展和高效管理。“八个层面”是促进公益组织发展和改善公益组织管理的重要内容,“两大核心”是理顺政府和公益组织关系的重要举措,二者共同构成了“精准扶贫”背景下公益组织发展管理的基本框架。The public welfare organizations are key components of Social Organizations, It plays an important role in strengthening social development and innovating mechanisms of social governance. Under the background of "targeted poverty alleviation", to do well the work of "eight aspects"and "two major cores", which can make good development and Efficient management of public welfare organizations. The content of "eight aspects"is Important element to promote development and improve management for public welfare organizations, and "two major cores" is important measure to rationalize the relationship of Governments and public welfare organizations, together they constitute the basic framework for the development and management of public welfare organizations under the background of "targeted poverty alleviation".
