摘  要:通过对工程建设项目传统物资采购模式的弊端矛盾和推行框架协议采购背景的系统性分析,依据框架协议采购的内涵及概念,通过工程物资采购新旧管理模式与业务模式的优劣对比,阐明工程建设项目实施框架协议采购的必要性。并通过强化框架协议采购的策略策划、实施要点的研究及典型案例介绍,全面阐释工程物资框架协议采购的优势与实施成效,并指明框架协议采购未来的提升方向。This article raises a systematic analysis on the disadvantages in traditional materials purchasing mode in the areas of petroleum & petrochemical project as well as backgrounds of proposing a new mode in framework agreement purchasing, for explaining the necessity of framework agreement purchasing based on the intentions and concepts of this purchasing mode,and through the comparison of advantage and disadvantage of new and old management methods and business models of the project materials procurement.At the meantime, comprehensively presents superiorities and favorable effects in terms of intensified project material framework agreement purchasing strategy planning as well as key points study for the executions with some typical cases introduction.Finally,points out the directions for upgrading and progressing in the future.
