摘  要:大数据推动人类社会进入一个新的时代,其不仅为社区治理提供了技术上的优化,而且带来了新的治理理念,甚至会推动新的治理模式的出现。以深圳市坪山新区大数据社区治理为例,研究发现大数据社区治理在民主化与科学化方面取得了一定成效,但仍存在一些问题,如自上而下的管理思维使数据被工具化、组织碎片化使合作行动难以发生、治理主体未能形成合作行动系统、资源获取渠道的单一性以及数据的封闭性等。应在服务型政府理念下,发挥政府的引导性职能,鼓励多元主体参与社区治理,优化社区治理的资源获取路径与方式,实现组织结构上的整合运行,依据大数据实现具体的、情境性的治理,以此推动社区合作治理的发生。Big data promotes human society to enter a new era,which not only provides technological optimization for community governance,but also brings new governance concepts,and even promotes the emergence of new governance models.Taking the big data community governance in Pingshan New District of Shenzhen as an example,the study finds that the big data community governance has achieved some results in democratization and scientificalization.However,there are still some problems,such as top-down management thinking in governance concepts which leads to data instrumental,organizational fragmentation,making cooperative action difficult to occur,governance subjects failing to form cooperative action system,the uniqueness of resource access channels and data closure.Under the concept of service-oriented government,we should give full play to the guiding function of the government,encourage diversified subjects to participate in community governance,optimize the access to resources and ways of community governance,realize the integration of organizational structure,and achieve specific and situational governance based on big data,so as to to promote the occurrence of community cooperative governance.
