摘  要:“外国专家”的概念从新中国成立初期以来历经变化,其变化的主要特点是对于人员的层次要求更高、涉及领域更广、分类更加细致。目前,国内外对外国专家的聘任与管理效益方面的研究主要围绕问题和对策展开,体现在前端聘任、中端管理和后端保障三个方面,其待完善的问题主要包括分析角度较单一、缺乏定量分析和缺乏激励制度研究。The definition of“Foreign Expert”has witnessed gradual changes since the founding of the People’s Republic of China.The main features of the changes include the increasing requirement for higher-leacl foreign experts,more extensive domains they involve and narrower categories of the type of experts.In recent years,the research on the efficiency of foreign expert employment and management,home and abroad,has mainly focused on its problems and countermeasures and can be reflected in three aspects:employment,administration and service.Generally,there are three problems to be addressed in this field including limited analysis angle,lack of quantitative analysis and insufficient research on incentive mechanism.
