摘　　要：开放获取有效地促进了学术交流,现已受到世界各国广泛关注。在亚洲,日本在这方面的行动最积极,成果最显著。中、日两国在学术信息传播目的、提升国际学术影响力、解决本国语言引起的障碍等方面都存在相同之处。因此,日本开放获取对中国开放获取发展有很强的借鉴意义。本文梳理欧美国家开放获取发展对日本的影响以及日本最大的机构知识库联盟JPCOAR开展的国际合作活动,考察JPCOAR如何在推动日本开放获取方面发挥作用。研究表明,JPCOAR通过开展促进元数据的国际流通、构建科研数据管理体系、推广先进成果等各种活动,创新了开放获取的形式和功能,推进了日本开放获取运动,为高校图书馆应对变革期的学术交流提供支持。Open access has effectively promoted academic exchanges and has received attention from countries around the world. Japan in Asia is the most active and makes remarkable achievements in this field. China and Japan share similarities in the purpose of disseminating academic information, enhancing international academic influence, and solving obstacles caused by their own language. Therefore, Japan’s open access has great significance to China’s open access development and review. Combining the impact of Europe and the United States’ development of open access in Japan, and the international cooperation activities carried out by JPCOAR, we will examine how JPCOAR plays a role in promoting open access development. Being the largest consortium for open access repository, JPCOAR has stimulated open access movement and supporting academic exchanges in transition period by organizing various forms of activities, promoting the international circulation of metadata, constructing scientific data management systems and promoting advanced achievements.
