商业银行高质量发展评价研究——“陀螺”评价体系的构建与应用

摘　　要：在推动经济转型升级和深化金融供给侧结构性改革的背景下,商业银行如何进一步提升服务实体经济的质效,在提供高质量、高效率金融供给的同时实现行业自身高质量发展,值得深入研究。本文在梳理国内外现有关于商业银行评价体系研究成果的基础上,基于商业银行稳健和发展两个维度,围绕公司治理、收益可持续、风险管控、运营管理、服务能力、竞争能力、体系智能化、员工知会能力和股本补充能力等九个方面,构建了商业银行高质量发展评价指标体系——“陀螺(GYROSCOPE)”评价体系,论证和分析了该体系的设计理念、架构和指标选取条件,并应用该体系分析了近年来我国银行业在高质量发展方面所呈现出的特征和趋势,研判了其体系化优势及广阔的应用前景。研究表明,该评价体系可以对商业银行的发展质量作出客观全面的评价,其评价结果对于商业银行的发展管理和政策部门的政策调整具有明确的指导价值。High-quality economic development needs to be supported by a high-quality financial system. Under the circumstance of deepening the supply-side structural reform in the financial sector, it is worthy of in-depth study on how commercial banks can further improve the quality and ef ficiency in serving the real economy, and promote high-quality development of the industry while providing high-quality and ef ficient financial supply. Based on the existing studies of domestic and foreign commercial banking rating systems, this paper attempts to construct an assessment system for high quality development of commercial banks: the Gyroscope Rating System, which is based on commercial banks' stability and development, covering nine aspects including governance, yield sustainability, risk control, operational management, service quality and competitiveness, organizational intellectualization, personal competence and equity funding. This paper demonstrates the design concept, the structure and indicator selection criteria of the system, and applies the system to analyze the characteristics and trends of Chinese banking industry's high-quality development in recent years. Finally, we discuss the advantages and the broad application prospects of the gyroscope system.
