摘  要:1941年下半年粮食部成立,后方各省普遍实行田赋征实、粮食征购,国民政府手中掌握了大量粮食。1941年9月,粮食部利用陪都重庆原有粮食加工设备,筹组中国粮食工业公司,办理战时军粮民食加工制造,解决陪都粮食供应问题,建立粮食工业基础,以期实现孙中山提出“粮食加工工业化、标准化”目标。该公司筹设及运作显示政府对于粮食加工业的参与度在逐渐提高,从以前的完全放任转向最大程度的实际运作与管制。其发展路径亦展示出政治需要及国家资本在企业发展中的重要作用。Grain replaced cash to be the land tax in the rear area after Grain Ministry was founded in the second half of 1941. And at the same time, Grain Ministry purchased much grain. In September, Grain Ministry set up the Grain Company of China and did much work to help grain industry develop. All of this sovled the food problem of the capital during the wartime and ultimately realized the target of industrialization and standardization of food processing, which was put forward by Sun Yat-sen many years ago. State capital was a key force pushing wartime economy forward, which was also a political need. It could be said that the Grain Company of China was the first step of national government trying to control economy. The Company s development path also demonstrates the political need and the important role of state capital in the development of enterprises.
