摘　　要：全球金融危机之后,美、德、日等发达国家制造业纷纷回流,制造业重新成为全球经济竞争制高点。“十三五”以来,上海陆续推进了一批重大制造业工程建设项目,但在项目拿地、配套建设等流程优化方面还存在较大提升空间。为促进重大项目早落地、早开工、早投产,提高投资质量,扩大投资效益,上海应积极借鉴国内外先进经验,进一步整合审批资源、提高审批效率,打造国际化、法治化、便利化的营商环境。After the global financial crisis,the manufacturing industries of the developed countries such as the United States,Germany and Japan have returned,and the manufacturing industry has once again become the commanding heights of global economic competition. Since the "Thirteenth Five-Year Plan",Shanghai has successively promoted a number of major manufacturing engineering construction projects. However,there is still room for improvement in Shanghai in terms of process optimization such as land acquisition and supporting construction. In order to promote the early landing,early start,and early production of major projects,improve investment quality,and expand investment efficiency,Shanghai should actively learn from domestic and foreign advanced experience,further integrate and approve resources,improve approval efficiency,and further create internationalization,rule of law,and convenience business environment.
