摘  要:基于现行的高校生均拨款模式,从人力资源、物力资源、财力资源投入三个方面构建科学的高校资源配置绩效评价指标体系,运用DEA软件进行数据包络分析,得出河北省属29所高校的效率得分,深度分析一些高校资源配置绩效不高的原因。并提出相关政策建议:整体上应统筹各类高校资源,优化内部配置结构;人力资源方面,应引入市场竞争机制,完善绩效薪酬制度;物力资源方面,应引入资源共享模式;财力资源方面,应引入绩效拨款制度,实施办学成本核算等。Based on the current per capita allocation model for college students, this paper constructs a scientific evaluation index system of university resource allocation performance from three aspects: human resources, material resources and financial resources input. It uses DEA software to carry out data envelopment analysis, which obtains the efficiency scores of 29 universities in Hebei province, and deeply analyses the reasons why some universities' resource allocation performance is not high. It puts forward relevant policy recommendations: overall planning of all kinds of university resources and optimizing the internal allocation structure;about human resources, it should introduce market competition mechanism, and improve the performance pay system;about material resources, it should introduce the resource sharing model;about financial resources, it should introduce the performance allocation system, and implement school-running cost accounting and so on.
