北极航线朝鲜北部线的东北三省货物运输效应分析

摘　　要：2018年4月20日,朝鲜最高领导人金正恩宣布朝鲜不再进行任何核试验和洲际弹道导弹发射,集中一切力量发展经济。近年来,由于北极地区蕴藏丰富资源,北极航线成为全球各国争夺资源的“战场”。改革开放以后,中国东北地区的经济发展逐渐落后于东部沿海城市,为此国家出台了一系列振兴东北老工业区的意见、办法。2018年9月25日至28日,中共中央总书记、国家主席、中央军委主席习近平到东北三省考察,主持召开深入推进东北振兴的座谈会,深刻阐释东北振兴的重大意义。本文以北极航线和朝鲜当前情况为切入点,提出北极航线朝鲜北部线的新概念,并分析其开通可能性。以北极航线朝鲜北部线的罗津港为始发港,通过具体数据计算出东北地区各城市通过北极航线朝鲜北部线的出海距离变化情况、海上运输距离变化情况以及总的运输成本变化情况。运输成本的缩减势必会促进东北地区的贸易发展,为东北地区的经济发展带来新契机。In recent years, due to the abundant resources in the Arctic region, the Arctic route has become a “battlefield”for countries around the world to compete for resources. After the reform and opening up, the economic development of Northeast China gradually lags behind that of the eastern coastal cities. For this reason, the country has issued a series of opinions and methods for revitalizing the old industrial areas in the Northeast. Based on the current situation of the Arctic route and North Korea, this paper proposes a new concept of Segment of Arctic Route of North Korea and analyzes its possibility of opening. Taking the port of Rashin on Segment of Arctic Route of North Korea as the originating port, the specific data will be used to calculate the changes in the sea distance of the North Korean route through the Arctic route, the change of the sea transportation distance and the change of the total transportation cost. The reduction in costs will inevitably promote trade development in the Northeast and bring new opportunities for economic development in the Northeast. Key words:
