摘  要:深圳通过在政府、社区、业主三者之间构建利益共享责任共担协调机制,推动存量规划实施,取得盘活存量土地、保障经济增长、改善民生需求、坚守生态底线等多方面成效;但在改造成本、空间承载力、低收入群体等方面也面临挑战。现阶段的存量规划本质是面向存量用地的规划,而不涉及城市物业管理,需要加强发展机制研究;资源配置上,以固着劳动力和实体经济为导向,设计多渠道保障的要素供给模式;空间管控上,通过解决公共服务收费漏失和恢复规划弹性的方式扩大现金流收益,实现城市可持续发展。A coordination mechanism of sharing interests and assuming responsibilitywas established by Shenzhen cityamongthe government, community and resident,which promote the implementation of the inventory planning to achieve the benefits of revitalizing the stock of land, ensuring economic growth, and meeting ecological needs. However, it also faces challenges in terms of transformation costs and space carrying capacity. At present, the essence of inventory planning is oriented to the management of stock land with the urban property management excluded.Moreover, it is necessary to strengthen the research on development mechanism.In terms of the resource allocation,thesupply model of multi-channel guarantees is designed with the guidance of fixed labor and real economy;With respect to the space regulation, the cash flow income can be expanded by restoring the flexibility of planning elasticity,which solves the problem of public service charging to achieve the sustainable urban development.
