“一带一路”倡议下中拉能矿行业的投资合作问题及其对策

摘　　要：在能矿行业的国际合作中,中国与"一带一路"沿线国家的投资合作具有一些共性,同时也具有不同地区的特性。本文以拉丁美洲为研究对象,对中拉能矿领域的国际投资安全、合作机遇及风险规避路径进行分析。能矿行业是"一带一路"倡议下实现中拉战略对接的重要领域之一,双方在资源禀赋、资金和技术方面具有较强的互补优势,并且,近年来拉美地区的能源结构发生了新的变化,极具投资合作的潜力。通过梳理中拉能矿企业投资合作二三十年以来的经验教训,劳工、社区问题以及政府更迭所致的政策和法律风险发生频率较高的问题,对此类投资合作风险的规避应从发展战略对接、贯彻国际投资规则及普及走出去较早的中资企业的经验教训几方面着手。In the international cooperation of energy and mining sector, the investment cooperation between China and the coutries along the "the Belt and Road iniciative" has some common problems, but also has characteristics of different regions. This paper takes Latin American as the research object region to analyze the international investment security, cooperation opportunities and the risk avoidance paths in the Chinese foreign cooperation in ght field of energy and mining industry. The energy and mining cooperation is one of the important areas to realize strategic docking between China and Latin America under "the Belt and road initiave". Bolth sides have strong complementary advantages in resource endowment, capital and technology. In addition, the energy estructure in Latin America has undergone new changes in recent years, which has brought new and great potential for investment and cooperation. Through combing the experience and lessons of investment cooperation between China and Latin American enterprises in the pas 20 to 30 years, labor and community probles as well as the frequent occurrence of policy and legal risks caused by the changes of government, the avoidance of such investment cooperation risks should be started from the following aspects, such as docking of development strategies, implementation of international investment rules and popularization of the experience and lessons of Chines enterprise that went out earlier.
