科技助推乡村振兴战略模式探讨——以宁夏农科院院地、院企合作基地和科技型企业为例

摘　　要：本文在调查研究的基础上,以宁夏农科院院地、院企合作基地和科技型企业为例,对科技助推乡村振兴战略的模式进行了总结和探讨,包括“研发与推广结合的公益性服务型”模式、“院地合作公益性服务型”模式、“院企合作公益性服务型”模式,以及多种多样的“院企合作非公益性服务型”模式:如“院内科企联动社会化服务型”模式、“科技型企业+”模式、“公益性研究所+产业化龙头企业”模式等。分析了模式创新的动因以及不同模式适宜的条件和场景。认为应坚持公益性服务型模式,助推乡村振兴战略实施;加大院地、院企合作基地建设的力度;鼓励多种多样的非公益性服务型模式创新。On the basis of investigation and research, this paper summarizes and discusses the models of promoting rural revitalization with science and technology, by taking academy-county, academy-enterprise cooperation base and technology-type enterprises of Ningxia Academy of Agricultural and Forestry Sciences as examples, including the "research-promotion combined public service-oriented" model, the "academy-county cooperation public service-type" mode, the "academy-enterprise cooperation public service-type" model;and a variety of "academy-enterprise cooperation non-public service-type" models: such as "inside academy public service-oriented institute-science-tech enterprise linkage socialized service-based model,"science-tech enterprise+" model,"public-service research institute + industrial leading enterprise" model. The motivation for model innovation and suitable conditions and scenarios for different models are analyzed. It is believed that the public-service model should be adhered to promote the implementation of the rural revitalization strategy;the construction of the academy-county and academy-enterprise cooperation bases should be strengthened;and various non-public service technology promotion models should be encouraged to innovate.
