摘 要:在全球跨国投资2018年下降19%的背景下,中国利用外资逆势增长。据商务部统计,2018年全年,我国新设外资企业超过6万家,增长69.8%,实际使用外资1350亿美元,增长3%。随着我国成品油零售市场对外资企业的放开,我国成品油销售企业将面临外资加油站优质服务的挑战;我国成品油零售市场的竞争将更加激烈;也将促进成品油价格进一步市场化。因此,我国成品油零售企业应树立高度的市场危机意识;大力推进合资、参股等多种灵活的加油站经营模式;加快油品向高质量、环保清洁方向升级;建立智慧化、综合性一体化平台,丰富、创新非油产品和服务,进一步推动我国成品油销售企业经营管理体制改革。The report of the 19th National Congress of the Communist Party of China pointed out that it is necessary to promote the formation of a new pattern of comprehensive opening up, implement a high-level policy of liberalization and facilitation of trade and investment, and fully implement the pre-entry national treatment plus negative list management system, and greatly relax market access. Under such a policy background, the elimination of restrictions on foreign investment in gas stations in the field of refined oil retailing marks the full opening of China’s petroleum terminal consumption. With the liberalization of foreign-invested enterprises in China’s refined oil retail market, China’s refined oil sales enterprises will face the challenge of high-quality service of foreign gas stations;the competition in China’s refined oil retail market will become more intense;it will also promote the marketization of refined oil prices. Therefore, China’s refined oil retail enterprises should establish a high sense of market crisis;vigorously promote a variety of flexible gas station business models such as joint ventures and shareholdings;accelerate the upgrading of oil products to high-quality, environmentally friendly cleanliness;establish intelligent and comprehensive integration The platform, rich and innovative non-oil products and services,further promote the reform of the management system of China’s refined oil sales enterprises.
