新安全观视域下的中国-东盟海上联合军演

摘　　要：作为军事外交的最高阶形式,联合军事演习在具有军事同盟的国家间非常普遍。除了发挥向"第三方"传递军事威慑信息的作用,联合军事演习在国际关系中也发挥着预防性外交的作用,是信任建立的重要措施之一,在一定程度上能够减少误判、增进互信,也能够推进对非传统安全问题治理的国际合作。经过十余年的军事合作,尤其是中国和东盟成员国间双边军事联合演习积累了经验,加之处理南海问题的"双轨思路"不断取得进展,中国和东盟于2018年10月成功举行了首次海上联合军演。中国-东盟海上联合军演以《海上意外相遇规则》使用及海上联合搜救为重点、不针对"第三方",完全符合中国一贯主张的新安全观理念。中国-东盟海上联合军演的成功具有重要的战略意义,有助于维护南海局势的稳定,减少误判,提高互信水平,也能够推进南海命运共同体的建设。As the highest form of military diplomacy, joint military exercises are common among countries with military alliances and play a role in transmitting information about military deterrence to "third party". At the same time, joint military exercises play an important role in preventive diplomacy in international relations and are one of the important measures to build trust, which can reduce miscalculation, enhance mutual trust and promote international cooperation in the governance of non-traditional security issues. After more than a decade of military cooperation, especially experience in bilateral joint military exercises between China and ASEAN members, and continued progress in "dual-track tactics" dealing with the South China Sea, China and ASEAN successfully held their first joint naval exercises in October 2018. The joint naval exercises focused on the use of "Code for Unplanned Encounters at Sea" and joint search-and-rescue operations at sea, which are not aimed at "third party" and are fully in line with China's consistent new concept of security. The success of the China-ASEAN joint maritime exercises is of strategic significance, which helps to maintain the stability of the South China Sea, reduce misjudgments and improve mutual trust, as well as promote the construction of the Community of Maritime Destiny in the South China Sea.
