摘 要:基于新时代生态文明视角下耕地保护面临的新形势,概述了当前耕地保护机制研究进展,分析了当前上海耕地保护面临的新挑战。结合上海超大型城市耕地保护管理实际,提出了耕地“五位一体”保护机制、生态空间实施管理机制、农用地保护和弹性管理机制、耕地质量监测评价机制、耕地休耕轮作机制等政策建议。对于完善当前我国耕地保护制度,适应实际工作具体实践,促使我国实现以生态文明为导向的耕地保护制度的总体目标具有参考意义。This paper, through literature review and quantitative analysis, analyses the new challenges for the protection of cultivable land in Shanghai from the perspective of ecological civilization, and summarizes the progress in research on effective mechanisms for farmland protection. Bearing in mind the existing system of farmland protection and management in Shanghai, this paper makes some policy suggestions, such as the ‘five in one’ farmland protection mechanism, the mechanism of ecological space construction, the mechanism of agricultural land protection and flexible management, the monitoring and evaluation mechanism of cultivated land quality, and the mechanism of fallow land. The suggestions are conducive to improving the system of cultivable land protection in not only Shanghai, but China as a whole from the perspective of ecological civilization.
