摘　　要：贵阳市水资源综合开发和水土保持项目为贵州省水利行业首个亚行贷款项目,项目建设区域分布广,建设内容复杂,有多家项目业主单位,多种资金来源方式。对项目按全费用、全效益法进行财务评价,分析项目的盈利能力、偿债能力等财务状况。结果显示,项目经济内部收益率大于基本要求,经济净现值大于0,财务评价可行。结果可为项目投资、融资决策及获得亚行贷款提供依据。The comprehensive water resources development and water and soil conservation project in Guiyang is the first ADB loan project in Guizhou's water conservancy industry. The project construction area is wide and the construction content is complex. There are many project owners and a variety of funding sources. The project will be evaluated financially according to the full cost and full benefit method, and the financial status of the project such as profitability and solvency will be analyzed. The results show that the internal rate of return of the project economy is greater than the basic requirement, the economic net present value is greater than 0, and the financial evaluation is feasible. The results can provide a basis for project investment, financing decisions, and access to ADB loans.
