摘  要:2016年10月11日,中央全面深化改革领导小组第28次会议审议通过了《关于全面推行河长制的意见》。2017年6月30日,黑龙江省结合本区域内的河湖实际情况,建议在全省所有河流区域内实施河长制的管理办法。本文结合《黑龙江省实施河长制工作方案(试行)》的具体要求,基于B/S为宁安市提供了基于整体概况、河长制工作、系统管理等功能的河长制信息管理系统,解决了河长制管理效率低下、权责不清等问题。On October 11,2016,President of the People′s Republic of China Xi Jinping presided over the twenty-eighth meeting of the leading group of the Central Committee for Comprehensive Deepening Reform,and deliberated and passed the Ministry of Water Conservancy as the lead in drafting the "Opinions on Comprehensively Implementing the River Chief System".On June 30,2017,the River Chief System will be implemented in all rivers (including lakes and reservoirs) in Heilongjiang Province,taking into account the reality of rivers and lakes in Heilongjiang Province.This paper combines the specific requirements of the "Heilongjiang Provincial Work Programme for the Implementation of River Length System (Trial)",provides Ning′an City with a River Chief System information management system based on B/S with the function of the overall situation,river chief system work,system management,and solves the problems of inefficient river chief system management and unclear power and responsibility.
