摘　　要：本文界定出新能源产业的产品范畴,基于COMTRADE数据,采用技术复杂度实证测算2007—2016年中国新能源产业出口技术结构动态变迁。得出新能源产业出口呈波动增长态势,金融危机与贸易壁垒负面影响较大,出口产品主要集中于中高技术复杂度产品,高技术复杂度产品出口比重偏低,出口技术结构呈恶化趋势,整体技术水平处于全球产业价值链中端,主要新能源出口国(或地区)整体技术水平竞相快速提升,日韩与马来西亚新能源产业技术水平提升速度高于中国等结论。提出充分利用比较优势,加大研发投入,提升高技术复杂度产品出口比重,丰富国际技术合作形式,顺应“一带一路”倡议,多元化出口市场及海外投资等对策。This paper defines the product range of the new energy industry.The technical complexity is used to empirically measure the dynamic changes of China's new energy industry export technology structure from 2007 to 2016 based on COMMTRADE database.The study found that China's new energy industry exports showed a volatility growth,but the financial crisis and trade barriers had a negative impact.China's new energy industry exports mainly focus on medium to high technical complexity products and high-tech complexity products.The export technology structure is deteriorating and the overall technical level is at the middle of the global industrial value chain.The overall technical level of major new energy exporting countries (or regions )is rapidly increasing.The technological level of Japan,South Korea and Malaysia's new energy industry has been rising faster than China.Finally,it is proposed to make full use of comparative advantages,increase R&D investment,increase the proportion of high-tech complex products exports,enrich the form of international technical cooperation,conform to the “The Belt and Road ”initiative,overseas investment and diversified export markets.
