引导与自觉:城市社区社会组织参与社区治理的路径分析

摘　　要：有序推动社区社会组织参与社区治理是当前促进城市基层社会治理创新的重要内容。在实践中,应加强政府引导,准确把握社区社会组织的概念、行动逻辑和政策要义;理顺培育管理机制,将社区社会组织发展纳入社区治理整体布局;强化街道服务管理职责,以城市基层党建为引领,调动街道社区培育社区社会组织参与社区治理的主动性与积极性;完善公益创投等项目化运作方式,利用项目孵化培育社区社会组织;尊重基层首创精神,营造良好环境,增强社区社会组织发展的内生动力。同时,还要注重增强社区社会组织的自主性,引导社区社会组织主动自觉参与社区治理,使社区社会组织真正成为社区治理的参与者、受益者。Promoting the participation of community social organizations in community governance in an orderly way is an important content of promoting innovation of urban grass-roots social governance. In practice, we should strengthen government guidance, accurately grasp the concept, action logic and policy essentials of community social organizations;straighten out the cultivation of management mechanism, and integrate the development of community social organizations into the overall layout of community governance;strengthen the responsibility of street service management, take the party building at the grass-roots level as the guide, mobilize the community to cultivate the initiative and enthusiasm of community social organizations to participate in community governance;improve the project-based operation mode of public welfare venture capital, cultivate community social organizations by project incubation;respect the initiative spirit of grass-roots units, create a good environment, and enhance the endogenous power of community social organization development. At the same time, we should also pay attention to enhancing the autonomy of community social organizations, and guiding them to participate in community governance actively and consciously, so that community social organizations can truly become participants and beneficiaries of community governance.
