摘　　要：《无障碍环境建设条例》、国务院《"十三五"加快残疾人小康进程规划纲要》的出台,标志着我国无障碍环境建设法制化进程又有新的进展。构建和谐社会,需要为包括残疾人、老年人在内的身体弱势人群能够公平、自尊、独立地参与社会生活和活动;创建无障碍环境,需要全社会的共同参与,大学生作为国家未来建设的生力军,在大学生中普及无障碍环境建设的知识不仅有助他们关爱社会,自觉地做好无障碍设施的建设和维护工作,也是提高社会文明程度的重要举措。The promulgation of Regulations on Barrier-free Environment Construction and the State Council’s "13 th Five-year Plan Outline for Accelerating the Process of Well-off for the Disabled" marks a new progress in the legal process of barrierfree environment construction in China. To build a harmonious society, it is necessary for the physically disadvantaged groups,including the disabled and the elderly, to participate in social life and activities fairly, self-esteem and independently;to create a barrier-free environment requires the participation of the whole society. College students, as a new force in the future construction of the country, should popularize barrier-free environment knowledge, which will not only help them care about the society and consciously do a good job in the construction and maintenance of barrier-free facilities, but also is an important measure to improve the level of social civilization.
