摘　　要：随着社会经济和城镇化快速发展,高速公路由绕城变为穿城现象越来越普遍,且存在越来越多的问题,如交通拥堵、城市建设用地开发强度受限、交通组织混乱、交通安全等。从技术层面分析,以政府的角度出发,探讨高速公路穿城段置换为城市道路可能获得的收益,并量化这些收益,为政府提供决策依据。With the rapid development of social economy and urbaization, the phenomenon of expressway from encircling the city to crossing the city is more common, and more problems (such as traffic congestion, limited development intensity of urban construction land, chaotic traffic organization, traffic safety, etc.) appear. From the point of view of technology and government, this paper discusses the possible benefits of the replacement of expressway into city section for urban roads, and quantifies these benefits, so as to provide a decision-making basis for the government.
