族际整合、经济转型、文化交融与协同共治:边疆多民族地区乡村振兴的实践路径

摘　　要：文章认为多民族地区很多乡村地处祖国边陲,位于国家对外开放的最前沿,在这些地区实施乡村振兴战略是一项复杂的系统工程,需要国家的顶层设计与统筹协调、边疆社会各界的响应与参与、国家各部门与其他地区的大力支援,也需要边疆地区乡村自力更生、创新创业。作者提出在这些地区实施乡村振兴战略的具体实践路径可通过不断深入推进族际整合,构建和谐的民族关系;逐步促进边疆经济结构转型与升级,为乡村振兴的承续发展提供现代产业支撑;加强各民族间的交往交流交融形成新型互嵌式的文化结构,为乡村全面振兴提供内生动力;坚持法治、德治与自治相统一,形成国家、边疆与乡村的良性互动,构建乡村协同共治新格局,推进乡村治理体系与治理能力现代化,为乡村振兴的成果巩固与持续发展提供有力保障。The countryside in the frontier multiethnic areas is located in the frontier of the country,in the forefront of opening up of China.Its strategic position is very important.The implementation of rural revitalization strategy in the area requires the top-level design and overall coordination of the state,the response and participation of all sectors of frontier society,the support of various departments of central government and other regions,and the self-reliance and innovation of frontier minority villages.The author deems that the practice path of rural revitalization strategy should include consolidate harmonious ethnic relations by promoting fusion of ethnic groups continuously,promote the transformation and upgrading of economic structure of the areas gradually to provide modern industrial support for the sustainable development of rural revitalization,strengthen interaction among ethnic groups to form a mutual embedding cultural structure,provide an endogenous power for the overall revitalization of the countryside.The paper deems that it will provide strong guarantees which based on adhering the unity of rule of law,rule of virtue and self-government to achieve good governance in rural areas and sustainable development of rural revitalization,by build a new pattern of rural co-governance,by promote the modernization of rural governance system and governance capacity,by form a benign interaction between central government,frontier areas and rural areas.
