摘　　要：PPP项目涉及多方参与者,在项目各参与者间制定公平合理的收益分配方案是PPP项目成功实施的关键所在。本文选取政府、纯投资者和特许经营单位3个部门为收益分配对象,对影响PPP项目收益分配的因素进行了分析,构建了基于不对称Nash谈判模型的两阶段动态收益分配模型,即合作之初以参与者重要程度确定的初始收益分配方案,项目运营完成后综合考虑影响项目收益分配的参与者重要程度、投资比重、风险分担度、参与者满意度和成员绩效因素,对初始收益分配方案进行调整,从而构建最终的收益分配方案,并给出了各影响因素及分配因子的测度方法。实例分析验证了模型的有效性,使用该模型得到的PPP项目收益分配结果更加公平合理,提高了参与者参与项目的积极性。本文在理论上补充了PPP项目收益分配问题研究的不足,为今后解决PPP项目收益分配问题提供了新的思路与方法。The PPP project involves multiple participants,and the development of a fair and reasonable income distribution plan among the project participants is the key to the successful implementation of the PPP project.This paper selects three departments of government,investor and franchise business as income distribution object,analyzing the factors affecting the income distribution of PPP project,and constructing a two-stage dynamic income distribution model based on asymmetrical Nash negotiation model,namely cooperation the initial income distribution plan determined by the importance degree of the participant,after the completion of the project operation,comprehensively consider the importance degree,investment proportion,risk sharing degree,participant satisfaction and member performance factor that affect the project income distribution,and the initial income distribution plan.Adjustment is made to construct the final income distribution plan,and the measurement method of each influencing factor and distribution factor be given.The case analysis verifies the validity of the model.The PPP project income distribution results obtained by this model are more fair and reasonable,and the participants'enthusiasm for participating in the project is improved.The research results theoretically supplement the research on the income distribution problem of PPP projects,and provide new idea and method for solving the problem of income distribution of PPP projects in the future.
