摘　　要：在当前我国公众参与层次较低、参与主体能力差异悬殊的情况下,第三方专业力量参与可提高城市规划公众参与的有效性。本文总结了深圳湖贝更新项目中第三方专业力量参与在启迪普通民众、引发学术思考和推进政府民主决策等方面所产生的枳极作用,同时对该活动在缺乏持续动力、未能获得本地居民支持以及因技术和管控程序不完善而带来的不足进行了反思。In the current situation that the public participation level is low and the participation ability differs a lot,the participation of third-party professional forces can improve the effectiveness of public participation in urban planning.This paper summarizes the positive effects of third-party participation in the Shenzhen Hubei renewal project in inspiring ordinary people,triggering academic thinking,and promoting democratic decisionmaking in the government.At the same time,the corresponding deficiencies,such as the absence of sustained motivation,failing to obtain local residents'support,and the shortcomings in technical and regulatory procedures were brought about.
