摘 要:"三大规范"的编制与实施工作是深化国防科技工业改革的重大举措。本文结合国防科技工业系统开展"三大规范"编制与实施工作的经验,深入分析了企业贯彻实施"三大规范”的意义,明确了建立机构、广泛宣传、规范立项、做好评审的“三大规范”实施工作机制,详细阐述了明确主体、以点带面、利用工具、阈下信息等“三大规范”实施的具体方法,为企业切实有效推进“三大规范”编制与实施工作提供了实用的、可借鉴的思路和经验。The compilation and implementation of the three major specifications is an important measure to deepen the reform of national defense science technology industry. Based on the experience on compiling and implementing the three major specifications in the national defense science technology industry system, this paper analyzes the significance of the implementation of the three major specifications in enterprises, and clarifies the implementation mechanism composed of institution establishment, wide publicizing, normative project approval, and optimized review. It also elaborates in detail the concrete ways to implement the three major specifications, such as defining the main body, making use of tools and subliminal information, providing practical and useful ideas and experiences for enterprises to promote the compilation and implementation work effectively.
