摘　　要：政务诚信建设作为构建广泛的社会信用体系的重要组成部分,体现了政府在社会信用体系建设中的表率作用。本研究以探究政务诚信建设与文件管理关系入手,通过构建涵盖文件及其管理的两层数据分析框架对国家及省级政务诚信相关政策进行分析,研究发现政务诚信建设工作与文件的生成、传递、使用密不可分,虽然对文件进行合规管理是有效发挥文件重要作用和价值的前提,但相关政策却并未体现出对文件管理的重视。The government integrity construction plays an essential role in building the social credit system, and it is also a concrete manifestation of the leading role of government agencies in this process. This study explores the relationship between government integrity and records management, and analyzes the national and provincial gov ernment integrity-related policies by establishing a two-layer data analytical framework covering records and their management. The finding shows that government integrity construction is closely related to records creation, circu lation and use. The compliance management of records is the premise of effectively playing the important role of documents, but the records management was not given much emphasize in the related policies.
