摘  要:重大科研项目具有较大的不确定性,在实施过程中容易受到多方面因素影响,极有可能造成原定目标难以实现。为了实现对重大科研项目风险的有效控制,确保项目目标的顺利完成,在传统风险管理思路的基础上,针对重大科研项目风险的特点,对霍尔三维结构理论的改进,构建了适用于重大科研项目特征的风险管理四维模型,分析了各维度之间的相互关系,并以时间维为主线,对基于霍尔维度的重大科研项目风险动态管理过程进行了阐述。可以看出基于改进霍尔三维结构的重大科研项目动态管理模型是实现项目风险管控的有效措施之一,对推动重大科研项目风险管理的系统化和体系化实现具有重要的指导作用。Major scientific research projects have great uncertainty,and are easily affected by many factors in the implementation process,which is likely to make the original target difficult to achieve.In order to achieve effective control of the risks of major scientific research projects and ensure the smooth completion of project objectives,on the basis of traditional risk management ideas,aiming at the characteristics of major scientific research projects,Based on the improvement of Hall’s three-dimensional structure theory,a four-dimensional model of risk management suitable for the characteristics of major scientific research projects was constructed,and the relationship between the dimensions was analyzed,with the time dimension as the main line,the risk dynamic management process of major scientific research projects based on Hall dimension was expounded,It can be seen that the dynamic management model of major scientific research projects based on improved Hall three-dimensional structure is one of the effective measures to achieve project risk management and control,which plays an important guiding role in promoting the systematic realization of risk management of major scientific research projects.
