新发展理念下区域协同发展测度与时空演化研究——以闽西南协同发展区为例

摘　　要：经济发展新常态下,区域协同与区域一体化已经成为驱动区域创新发展的新引擎和新动力,闽西南协同发展区是福建省委省政府在新形势下推动区域协同发展的“福建方案”。为了定量评价闽西南协同发展程度,文章从五大发展理念的视角构建闽西南协同发展评价指标,运用层次分析法和熵值法综合确定指标的权重,并基于复合系统协同度理论构建系统有序度与协同度模型。采用2009-2017年的数据对闽西南五市协同发展的有序度和协同度进行实证测算,测算结果显示:闽西南五市协同发展的有序度存在显著的空间差异性,厦门和泉州的协同程度远高于漳州、龙岩和三明的协同度;在时序演化特征方面,尽管闽西南五市的有序度和协同度都呈现出上升的趋势,但是整体协同程度偏低,区域发展不协调、不均衡的问题依然突出。研究结论为闽西南协同发展区的政策制定提供依据和参考。Under the new normal of economic development,regional synergy and regional integration have become the new engine and new impetus to promote regional innovation and development.The Southwestern Synergy Development Zone is the Fujian project of Fujian Provincial Party Committee and Provincial Government to promote regional coordinated development under the new situation.In order to quantitatively evaluate the degree of coordinated development in southwestern Fujian,the evaluation index of coordinated development in southwestern Fujian is constructed from the perspective of five development concepts.The weights of indicators are comprehensively determined by using analytic hierarchy process and entropy method,and the system order degree is constructed based on the theory of composite system synergy.Based on the data from 2009 to2017,the orderly degree and synergy degree of the coordinated development of the five cities in southwestern Fujian are empirically measured.The results show that there are significant spatial differences in the order of coordinated development of the five cities in southwestern Fujian.The degree of synergy of Xiamen and Quanzhou is much higher than that of Zhangzhou,Longyan and Sanming.In terms of time series evolution characteristics,although the degree of order and synergy of the five cities in southwestern Fujian show an upward trend,the overall degree of synergy is low,and the problem of inconsistent and unbalanced regional development remains prominent.The research in this paper provides the basis and reference for the policy formulation of the Southwestern Synergy Development Zone.
