摘　　要：日本体育治理体系是在法律的引领和主导下构建而成,其基本框架由政府治理和社会治理构成。在该体系中,政府治理的体育内容虽然繁杂,但治理边界定位于“只管不办”;数量众多的体育社会组织已成为最重要的社会治理主体,并通过各自内部的自我管理和相互之间的互动合作实现承担推动体育事业发展“办”的职责。借鉴日本经验,“加强法律体系建设”“推进政府职能向‘只管不办’转变”和“构建体育社会组织培育机制”是我国推进体育治理体系和治理能力现代化建设的重要路径。Japanese sports governance system is established under legal guidance and domination;its basic framework is composed of governmental governance and social governance.In this system,although sports contents under governmental governance are miscellaneous,the governance boundary is oriented to “governance but not management”;numerous sports social organizations have become the most important social governance subjects,and realize the taking of the “management” responsibility for boosting sports undertaking development via respective internal self management as well as interaction and cooperation between them.Learning from Japanese experience,“strengthening legal system construction”,“promoting government function transformation to ‘governance but not management””,and “establishing a sports social organization cultivation mechanism”,are important paths for boosting the modern construction of the sports governance system and governance abilities.
