摘 要:在确保水库大坝安全的前提下,为解决实时调度中“为了保证下游防洪安全而过于降低汛限水位”和“为了增加兴利库容而过于抬高汛限水位”的矛盾问题,优化洪水资源利用,依据汛限水位动态控制域的理论和方法,在分析白云山水库设计汛限水位允许的上下限域值的基础上,根据实时的天气预报信息、径流预报信息、面临时刻水情、工情,采用预蓄预泄法分析计算预见期(24h)内汛限水位的上、下限值.分析计算结果表明,通过汛限水位动态控制域方法,下游河道的防洪能力可由现状的5a一遇提高到10a一遇,且可以增加兴利库容300万~600万m^3,扩大了灌溉面积0.75万hm^2,发电效益提高了5%以上,更加充分地利用了原来废弃的洪水资源.Under the prerequisite of ensuring the safety of reservoir dams,in order to solve the contradiction between″excessively lowering flood limit water level to ensure the safety of downstream flood control″and″excessively raising flood limit water level to increase the storage capacity of Xingli Reservoir″,and optimize the utilization of flood resources,the theory of dynamic control domain of flood limit water level,combined with the analysis of the upper and lower limits of the design flood limit water level of the Baiyunshan Reservoir were used to calculate the upper and lower limits of the design flood limit water level of the Baiyunshan Reservoir by the prestorage and predischange method according to the real-time weather forecast information,runoff forecast information,facing the regimen at any time.The analysis and calculation results show that the flood control capacity of the downstream river can be increased from 5-year to 10-year once-in-a-year through the method of″dynamic control domain of flood limit water level″.The storage capacity of Xingli Reservoir can be increased by 3-6 million m^3,the irrigation area was increased by 0.75 million hm^2,the benefit of power generation can be increased by more than 5%,and the abandoned flood resources can be fully utilized.
