摘　　要：新农合制度的有效运作有助于降低农民医疗支出负担、减少因病致贫和因病返贫的发生概率,也是实现健康扶贫工程的重要保障。本文基于喀什市问卷调查数据建立二项分类Logistic回归模型进行满意度的实证分析。结果表明是否了解报销范围、医务人员的服务态度满意程度、诊疗服务质量满意程度、基层医疗服务圈的建设、相关优惠政策、补助标准、重大疾病的种类以及农民的职业等因素影响现行新农合运行的满意度。本文的政策启示:加大基层经办机构和医疗机构卫生资源的投入,加强机构的监管力度;依靠行政手段实行多方参与,合理调整筹资结构;完善就诊信息化建设,简化就医流程。The effective operation of the new rural cooperative medical system can help reduce the burden of farmers'medical expenses,reduce the incidence of poverty caused by disease and return to poverty due to illness,and is also an important guarantee for achieving health poverty alleviation projects.Based on the questionnaire data of Kashgar City,this paper establishes a binary classification logistic regression model for empirical analysis of satisfaction.The results show whether the scope of reimbursement,the satisfaction of medical service attitude,the satisfaction degree of diagnosis and treatment service,the construction of primary medical service circle,related preferential policies,subsidy standards,the types of major diseases and the occupation of farmers affect the current NCMS.satisfaction of operation.The policy implications of this paper:increase the input of health resources of grassroots organizations and medical institutions,strengthen the supervision of institutions,rely on administrative means to implement multi-participation,rationally adjust the fundraising structure,improve the informationization of medical treatment,and simplify the medical treatment process.
