城企联动普惠养老:政策精髓与政策运用

摘　　要：“城企联动普惠养老”契合国家战略,面向全体老年人,应惠尽惠,重点解决普通老年人养老服务“买不到”“买不起”“买不好”“买不安”等“四大痛点”。聚焦政策运用,建议打造体系化、网络化的养老服务机构布局,以社区为“底盘”整合集成各类资源,基于社区整合照料推进医养结合,发展民营经济为主体的市场化经营,打造“1+N+X+J”养老服务供给圈,通过智能化、连锁化实施标准化、规范化的经营。In line with the national strategy,"universal old-age care based on urban government and enterprise joint" aims at all the elderly,and focuses on solving the "four pain points" such as "could not afford","could not buy","could not buy it well",and "buying upset".Focusing on the application of the policy,the suggestions are as follows:the systematic and networked layout of old-aged service institution should be built,all kinds of resources should be integrated on the basis of community,integrated elderly care and medical services should be promoted based on community integrated care,the market-oriented operation with the private economy as the main body should be developed,"1+N+X+J" supply circle for old-age services should be created,and standardized management should be implemented through intellectualization and chain operation.
