城中村存量土地集约利用潜力评价研究

摘　　要：经过40年的快速发展,传统“摊大饼”式的城市发展模式面临重大挑战,在国家严控城市新增建设用地政策的刚性约束下,城市发展从增量扩张转向存量优化成为新常态,这使得城中村存量土地的集约利用成为热点问题。本文以湖北省宜昌市城中村为例,通过“存量土地挖潜容量&效率系数”和“土地集约利用综合指数”计算方法设计,从水平和垂直两个向度,对城中村存量土地的可挖潜容量进行了定量测算、对挖潜前后城中村土地集约利用水平进行了量化比较分析,为城市挖潜提供一定的实践支撑。结果表明,城中村的土地具有较高的开发潜力,可以有效促进土地集约利用水平。Forty years of rapid development has confronted our cities with a new challenge, which implies that the traditional urban-sprawl mode is unsustainable and the intensive use of the stock land in city village becomes a hot issue. This paper regards the city villages in the downtown area of Yichang as the research object, and try to evaluate the Capacity & Efficiency and the Intensive Use level of the land in both horizontal direction and vertical direction. Results reveal that, the Stock Land in City Villages has a high potential for development and the Land Intensive Use level of that can be effectively promoted.
