全域旅游导向下乡村旅游规划方法探索与实践——以常州市武进区乡村旅游规划为例

摘　　要：在国家大力推进美丽乡村建设、发展全域旅游的背景下,乡村旅游成为当前社会各界共同关注的热点。但现阶段,传统风景区旅游模式无法适应现实发展需求,已有的相关规划建设实例也仍处在“百花齐放”的个案探索阶段,以全域旅游为导向的乡村旅游规划尚无成熟的系统理论和技术标准。本文从江苏省常州市武进区乡村旅游规划的实例出发,尝试从理论和实践两方面探讨全域旅游导向下适应地方的切实可行、行之有效的乡村旅游规划方法。文章通过分析武进区的地域发展特征,提出在城镇化水平较高、资源有限地区发展乡村旅游的规划思路:将旅游作为武进区乡村二次振兴的突破口,以全域整体优化提升为战略目标,以资源评估、体系设计、“适游性”引导为技术手段,形成适应武进区地方特征的乡村旅游发展路径,并对同类地区乡村旅游的发展建设产生借鉴与启示意义。In the context of the country's vigorous efforts to promote the construction of beautiful villages and the development of region-wide tourism, rural tourism has become a hot spot of common concern of all sectors of society. However, at the present stage, the traditional scenic spot tourism model cannot adapt to the actual development needs, and the existing relevant planning and construction examples are still in the stage of "a hundred flowers bloom" case study, and there is no mature systematic theory and technical standards for the region-wide tourist-oriented rural tourism planning. Based on the case of rural tourism planning in Wujin District of Jiangsu Changzhou City, this paper tries to discuss the feasible and effective development path of rural tourism planning method under the guidance of region-wide tourism from both theoretical and practical aspects. By analyzing the regional development characteristics of Wujin, this paper puts forward the planning ideas of developing rural tourism in areas with high urbanization level and limited resources: taking tourism as the breakthrough point for the second revitalization of Wujin village, taking the overall optimization and promotion of the whole region as the strategic goal and taking the resource assessment, systematic design and "suitability for tourism" guidance as the technical means to form the development path of rural tourism that adapts to the local characteristics of Wujin, and to produce draw lessons from and enlighten meaning for the development and construction of rural tourism in similar areas.
