摘　　要：农村协商治理的根基在农村,农村正在经历以土地为核心的新一轮改革,从细碎化的土地经营格局转向适度规模经营,改变的不仅仅是土地本身,也重塑着农村协商治理的生态环境。当下,农村协商治理的发展仍存在主体离散与政治冷漠、利益分化与公共精神弱化、制度缺位与政府强势主导等现实困境。土地流转与适度规模经营重构了农村的经济基础、政治基础、文化基础与社会基础,“新的乡土社会”正在形成。为此,通过社会发育培育多元参与主体、完善制度搭建平等协商平台、培养公共精神以及收缩行政权让渡协商空间成为新时期农村协商治理的可能发展路径。Rural consultative governance is based on rural areas.The countryside is experiencing a new round of reform with land as the core,from fragmented land management pattern to appropriate scale management of land.This reform has changed more than the land itself.The ecological environment of consultative governance in rural areas has been reshaped.Based on the background of the change of land management pattern and the recognition of the intrinsic correlation between land and governance,this paper intends to show the impact of appropriate scale management of land on rural consultative governance ecology,and then reveal the practical basis and development path of rural consultative governance at the present stage.
