摘 要:基于石化行业生产、排污特点,从全过程管控、精细化管控、综合管控效率以及污染溯源机制4个方面,论述石化行业排污许可证核心管控思想的主要内容,加强石化企业自主管理、落实企业主体责任及促进污染物减排,从而提升行业企业环境管理水平。提出石化行业排污许可证实施要求加强环境管理制度衔接整合、排污许可证事后监管和技术培训等方面的建议。Based on petrochemical industry production and emission characteristics, from the whole process control, fine control, comprehensive control efficiency and pollution source mechanism four aspects, discusses the main contents of the core management and control thoughts of the discharge permit in petrochemical industry, realizes strengthening the independent management of petrochemical enterprises, implementing the main responsibility of enterprises and promoting pollutant emission reduction, so as to enhance the environmental management level of industrial enterprises. Some Suggestions are put forward for the implementation of pollutant discharge permit in petrochemical industry, such as strengthening the integration of environmental management system, post-supervision of pollutant discharge permit and technical training.
