“区域—要素”统筹视角下“多规合一”实践的思考与展望

摘　　要：文章从“区域”型、“要素”型国土空间认知视角出发,剖析以往“多规合一”实践的特点和不足,指出“多规”矛盾的根源在于规划要求在“区域”“要素”间传导不畅,各地实践多将协调“要素”型国土空间的矛盾作为主要工作,尚未针对“区域—要素”统筹提出有效方案。针对未来“多规合一”与国土空间规划体系构建,文章提出三点建议:一是加强“区域—要素”统筹,协调针对“区域”的上位规划,加强规划纵向衔接、指标分级传导;二是对于管制类要素空间的划定,应统一技术标准、明确管制要求及完善控制线体系;三是对于用途类要素空间的划分,应做到突出重点、刚柔结合及陆海兼顾。From regional and elemental cognitive viewpoints, the paper concludes that multi-plan integration failed in communication and coordination of planning requirements on regions and elements. Most integration plans deals with elements as the main task, but lacks effective solutions for region-element integration. The paper puts forwards three suggestions: first is the integration of regional-element that connects different level plans and passes elemental requirements;second is delimitation of mandatory element space shall be regulated on technical standards, requirements, and control lines;third is land use element space shall highlight key issues, and balance rigid-elastic control and land-sea development.
