摘　　要：文章分析了"党建带工建"推进高校二级教代会制度建设的意义,指出二级教代会制度建设存在的问题,从组织制度、思想政治、民主管理、工作制度等方面提出了以"党建带工建"为契机,推进二级教代会建设的措施,以期为我国高校二级教代会制度建设提供新视角.This paper analyses the significance of "Party Construction with Work Construction" in promoting the construction of the second-level teaching congress system in Colleges and universities, points out the problems existing in the construction of the second-level teaching Congress system, and puts forward some measures to promote the construction of the second-level teaching congress system in colleges and universities by taking the opportunity of "Party Construction with Work Construction" from the aspects of organizational system, ideological and political, democratic management and working system, so as to provide new ideas for the construction of the second-level teaching congress system in colleges and universities in China.
