摘　　要：县(区)级图书馆是我国公共图书馆事业发展的薄弱环节,是现阶段和未来发展的重点、新增长点。县(区)级图书馆业务规范化应把握总分馆建设目标和区域共建共享的总体方向,着力带动区域图书馆业务体系化建设,同时发挥县(区)级图书馆承上启下作用,多层次、分阶段构建区域图书馆体系,最终实现有质量、可持续的城市一体化服务和区域资源共建共享。The county library is the weak link in the development of the public library in our country, which is the focus at this stage and a new growth pole in the future. The service specifications of the county library should grasp the goal of branch-library system and regional coconstruction and sharing, striving to promote the systematism of regional library. At the same time, it should give full play to the county library,which acts as a connecting link between the preceding and the following, and set up the multifaceted regional library system. Ultimately, high quality sustainable urban integration and co-construction and sharing of regional resources will be realized.
