摘  要:芯片产业因其重要的战略地位,在新一轮中美贸易战中成为美国遏制中国的主要抓手,而深圳芯片产业的龙头企业华为、中兴等则成了头号目标。美国主要通过人才封锁、技术封锁、产品封锁、市场封锁等手段对深圳芯片产业进行全供应链遏制,而突破美国封锁的根本路径在于加强深圳芯片产业的创新发展。芯片产业是一种人才、资本和技术密集型产业,加强芯片产业创新需要从人才、资本、技术三类供给侧要素入手;而深圳芯片产业在供给侧要素存在明显短板,提升产业创新成效须深入推进供给侧体制改革。Chip industry has been the main focus for the United States to suppress China in the new round of trade war for its strategic significance. Leading chip enterprises such as Huawei and ZTE in Shenzhen have become the chief targets. The United States blockades the Shenzhen’s chip industry through whole supply chain of talent, technology, product and market. The fundamental way to break the blockade is to promote the innovation-driven development. Promoting the industrial innovation of chip industry starts with three supply-side factors, namely, talent, capital and technology, because chip industry is intensive in these three aspects. However, due to the distinct drawbacks in the supply-side factor, it is necessary to deepen the reform of supply-side system to improve the industrial innovation effectiveness of Shenzhen’s chip industry.
