摘　　要：集中连片特困区受地理、气候、文化等因素的综合影响,导致经济发展落后,基础条件差,致贫原因复杂。贫困人员在地区环境影响下,处于人力、物质、社会资本负向叠加的困境中,缺乏自我发展能力。对区域和贫困人员进行干预要注重内源性发展动能的培育,消除对土地的严重依赖,破解产业发展的困境,不断提高地区和贫困人员对外交流的能力与意识,破除贫困人员“等、靠、要”思想。从产业规划、政策推动和文化助力等方面入手;重视区域的经济发展与基础设施建设协调推进,保证贫困人员积极参与,实现自我能力稳步提升。使贫困人员实现真脱贫,集中连片特困区实现真发展。Due to the geography, climate and culture in centralized poverty-stricken areas, the economy lags behind in these areas, the basic conditions are poor and the causes of poverty are complicated. The poor are faced with the predicament of the negative combination of human resources, material and social capital and they are lack of self-development ability under the influence of regional environment. In order to help such regions and the poor people, the focus should be put on the cultivation of endogenous developmental energy. It is necessary to eliminate the heavy dependence on land and crack down the dilemma of industrial development. It is still important to continuously improve the ability and awareness of the poor to communicate with outsiders. More importantly ,it is vital to get rid of the thoughts of “wait”,“reliance” and “demand”. The attention should be paid to the coordinated development of regional economic development and infrastructure construction in terms of industrial planning, policy promotion and cultural assistance. It is crucial to ensure the active participation of poor people and achieve steady improvement of self-ability so that the poor people could achieve the real poverty alleviation and the centralized poverty-stricken areas could develop rapidly.
