摘 要:在推进国家治理体系和治理能力现代化建设、深化“放管服”改革以及信息技术引发的媒体融合的新时代背景下,我国的政府公共关系职能全面升级,不仅在政府公共管理的各运行职能中直接发挥作用,由辅助性职能发展为核心管理职能,而且政府公共关系正在常态化,公关工具和手段上升为政府管理的日常职能。由此政府公共关系也需要通过重视基于公共管理学科的政府公共关系理论研究、增强全体政府工作人员的公共关系意识、推动政府常态公共关系和建设性公共关系、组建政府的专门公共关系组织机构、完善政府与公众的媒体沟通等渠道来进行优化。In the new era of promoting the modernization of the national governance system and governance capacity, deepening the reform of "delegating, regulating, servicing" and the media integrating caused by information technology, the government’s public relations function in China has been comprehensively upgraded. Not only does it play a direct role in various operational functions of public management, but also is becoming more and more popular, and public relations tools and means are becoming the daily functions of government management. Therefore, it must be optimized by attaching importance to the theoretical research of government public relations based on the subject of public management, enhancing public relations consciousness of all government staff, promoting normal public relations and constructive public relations of the government, building special public relations organizations, and improving media communication channels between the government and the public.
