摘　　要：转型秩序内生的复杂社会风险持续不断地对公共治理提出挑战,防范和化解社会风险的美好生活需要推动着政府重塑治理理念与制度体系。作为公共安全治理新的实践动向,总体国家安全观与应急管理机构改革为中国应急管理发展提供了新的观念背景与制度基础。新时代的中国应急管理注重安全与发展的共生共在,强调公共生活中的个体安全体验,并在制度化预期的风险防控中将应急管理体系建设推向公共安全治理的全过程。同时,专业化、职能化的制度调整方向为应急管理的组织变革与政府再造提供了新的机会。面对这些应急管理的实践变迁,学术研究需要从法制体系重建、预案体系变革、协同联动机制再造、公共治理能力提升等角度展开和拓展相关研究议程。Social risk of the transitional order poses challenges to public governance. The public demand in preventing and resolving social risk is pushing the government to reshape its governance idea and institution. As a new practical trend of public security governance,the overall national security concept and the institutional reform of Emergency Management have provided a new conceptual background and institutional foundation for the development of Chinese emergency management system. In the new era,Chinese emergency management system pays attention to the symbiosis of security and development,emphasizes the individual safety experience in public life,and promotes the construction of emergency management system to the whole process of public security governance by preventing and resolving social risk. At the same time,the direction of professional and functional system adjustment provides a new opportunity for the organizational reform and government reconstruction in emergency management. Facing these practical changes in emergency management,scholars need to develop and expand related agendas,including reconstruction of legal system,reform of pre-plan system,reconstruction of cooperative linkage mechanism and public governance capacity and so on.
