摘　　要：通过对2009~2015年"泛珠三角"116个地级市政府城投债务面板数据开展实证研究,从官员特征的视角,分析市委书记和市长对地方政府债务的影响。研究表明:市委书记的个人特征、教育背景均对政府"城投债"的扩张有显著影响,且市委书记和市长的个性特征对"城投债"规模的影响存在着差异。此外,地级市官员的工作经历、工作背景与地方政府债务扩张无显著相关性,是否在本地晋升则显著相关。优化官员年龄结构与官员搭配,将有助于控制地方政府债务的扩张。This paper empirically studies on the impact of party secretaries and mayors on local government debt from the perspective of prefecture-level city officials' characteristics, based on the Panel Data of 116 cities, urban construction investment bonds from 2009 to 2015 in the Pan-Pearl River Delta. Results show that, officials characteristics have a significant impact on the expansion of local government debt. But Party secretary and mayor shows differences in certain characteristic. In addition, the work experience and working background of prefecture-level city officials' are not significantly correlated with the expansion of local government debt, while whether they are promoted locally is significantly correlated. Optimizing the structure of official age and official collocations is helpful to control the expansion of local government debt.
