摘　　要：目的综合分析医疗联合体内外部环境影响因素,为推进医疗联合体建设提出发展策略。方法通过SWOT矩阵分析法分析我国医疗联合体建设的优势、劣势、机会和威胁。结果我国医疗联合体具有提高医疗服务效率、满足服务对象多样化和个性化的健康需求、政策支持、互联网技术在医疗领域的广泛应用等优势和机遇,也存在信息共享平台建设不完善、利益分配机制不明确、不合理的医保政策、法律风险增大等劣势与威胁。结论基于SWOT分析,我国医联体发挥优势、抓住机遇、克服劣势、规避威胁,合理定位,实现均衡发展;加强信息化建设,提高医疗效率;资源下沉,提升基层服务能力,明确权责,完善医保政策。Objective To put forward the development strategies and the suggestions on construction of medical consortium and to comprehensively analyze the internal and external environmental factors. Methods We systematically analyzed the strengths, weaknesses, opportunities and threats based on SWOT analysis. Results Medical consortium had the advantages and opportunities such as higher efficiency of medical service, satisfaction of diversified and personalized health demand, continuing government policy support, and wide application of internet technology in the medical field. Meanwhile, there were some weaknesses and threats such as insufficient information network, unclear profits allot mechanism, unreasonable medical insurance policy and increasing legal risks. Conclusion Based on SWOT analysis, China..s medical consortium should give full play to its advantages, seize opportunities, overcome disadvantages and avoid threats by reasonable positioning, achieving balanced development, strengthening the construction of information technology, improving medical efficiency;resources sinking, enhancing Grass-roots Service capacity, clarifying powers and responsibilities, and improving medical insurance policies.
